Depending on the approved operating scope, Hope Penang may not be suitable for immediate psychiatric emergencies, active severe alcohol withdrawal, serious medical instability, uncontrolled violence, secure forensic placement or needs requiring continuous one-to-one supervision beyond available staffing.
